Ontario opened a regulated online market in 2022 under a split model: the AGCO regulates and registers operators, while iGaming Ontario contracts with them. These 50 operators appear on the published list.
It is the only Canadian province with a full competitive regulated market, and the split between regulator and commercial counterparty is worth understanding before you complain to the wrong one.

How Ontario's model works
The AGCO sets the standards and registers operators and suppliers; iGaming Ontario holds the commercial agreement with each operator. An operator must be registered with the AGCO to be on the iGO list at all.
Registered operators must verify identity and age, offer deposit and time limits, provide self-exclusion, and meet advertising standards that prohibit, among other things, using athletes or celebrities to promote bonuses to the general public.
Registration covers Ontario specifically. The same brand's site serving other provinces, or its international .com, is a different proposition and may sit outside any Canadian regulation.
A licence is not a recommendation. It means an operator has met a regulator's conditions and can be held to them; it says nothing about whether their offers are good value, whether their terms are fair, or whether you will enjoy the experience. It is the floor, not the ceiling.
Where to complain about an Ontario-registered operator
Start with the operator, which must have a complaints process. Matters about standards, conduct or registration go to the AGCO as regulator; iGaming Ontario is the commercial counterparty rather than the complaints authority.
Ontario also provides a dispute-resolution route for unresolved player complaints against registered operators — worth locating before you need it.
What to check before you play
- Registered, and with whom. AGCO registers; iGO contracts. Complaints about conduct go to the AGCO.
- Ontario-specific. Registration covers Ontario. The brand's other sites may be unregulated in Canada.
- Self-exclusion and limits. Required of registered operators; set them early.
- Advertising rules. Celebrity and athlete bonus promotion to the general public is prohibited.
- The listed site. The list names the gaming sites each operator runs. Check yours appears.
- Status and date. The profile shows the list state and when we read it.
How this list is built
Every operator here appears because a licence record naming them was read from the regulator’s own published register, not from a badge in a website footer. A seal is an image the operator controls; a register entry is not.
We publish the register’s status rather than our opinion of it, which means licences that have lapsed, been surrendered or been revoked stay on the page. Hiding them would remove the single most useful thing a reader could learn here.
A register lists what it lists. Absence from one is not proof that a licence was revoked, and where we cannot confirm a current licence the profile says exactly that instead of guessing. There is no ordering by quality and no operator can buy a position: the order reflects how much verified evidence each profile carries.
Questions about the igaming ontario licence
- What is the difference between the AGCO and iGaming Ontario?
- The AGCO is the regulator: it sets standards and registers operators and suppliers. iGaming Ontario is the provincial body that holds the commercial agreement with each registered operator. Complaints about conduct go to the AGCO.
- Is an Ontario-registered site legal elsewhere in Canada?
- Registration covers Ontario. Other provinces have their own arrangements, usually a provincial monopoly, and the brand's international site may sit outside Canadian regulation entirely.
- How do I check an Ontario registration?
- iGaming Ontario publishes its operators and their gaming sites, and the AGCO publishes registrants. Each profile here links to the record we read, with the date.
- Can I self-exclude across all Ontario operators?
- Registered operators must provide self-exclusion, and Ontario provides province-level arrangements. Check the current scope with the operator and the AGCO rather than assuming it matches GAMSTOP or Spelpaus.
Safer gambling
18+ only. A licence changes what an operator owes you; it does not change the odds of any game, and no regulator makes a losing bet less likely. Where the regime runs a national self-exclusion scheme, one registration covers every licensed operator at once — that is the strongest single control available to you, and it is described in the section above. In the UK, free and confidential help is available from GamCare and BeGambleAware.
