Malta licenses more online gambling than anywhere else in Europe, which is why an MGA licence is the one most players will meet. These 595 operators hold one according to the MGA's own public register.

It is a real regulatory regime with published conditions and an enforcement record — and it is not the UK regime. The differences matter most at the moment you have a dispute.

What an MGA licence covers

The MGA requires operators to keep player funds separate from operating money, to run anti-money-laundering and identity checks, to submit games for technical testing, and to offer responsible-gambling tools including deposit limits and self-exclusion at the operator level.

Self-exclusion is the key difference from the UK or the Nordics: Malta has no single national scheme that blocks you everywhere at once. Excluding yourself from one MGA-licensed site does not exclude you from the next one. If that is the protection you need, a market with a central register — GAMSTOP, Spelpaus, OASIS, ROFUS — is a different proposition.

An MGA licence is issued from an EU member state, which matters for the operator's ability to serve certain markets, but it does not mean the operator is licensed in your country. Several EU states require their own national licence regardless.

A licence is not a recommendation. It means an operator has met a regulator's conditions and can be held to them; it says nothing about whether their offers are good value, whether their terms are fair, or whether you will enjoy the experience. It is the floor, not the ceiling.

Where to complain about an MGA-licensed casino

Take it to the operator first. If it is unresolved, the MGA operates a player-complaints function and will review submissions about licensees; it can direct an operator and can act against the licence, though it is not a compensation scheme.

Many MGA licensees also use an independent ADR body, named in their terms. Where one exists it is usually the faster route, and using it does not prevent you raising the matter with the MGA afterwards.

What to check before you play

  • Self-exclusion is per-site. There is no Malta-wide block. Excluding at one MGA casino leaves the rest open.
  • EU licence is not your licence. An MGA licence does not mean the operator is authorised in your country.
  • Licence class and status. The register shows the type and current state; a suspended licence is still an entry.
  • Funds segregation. Required, but check what the operator discloses about protection if the company fails.
  • ADR body. Named in the operator's terms. Where present it is usually the quicker complaints path.
  • Your own market. If your country licenses gambling nationally, that regulator — not the MGA — is the one with jurisdiction over your complaint.

How this list is built

Every operator here appears because a licence record naming them was read from the regulator’s own published register, not from a badge in a website footer. A seal is an image the operator controls; a register entry is not.

We publish the register’s status rather than our opinion of it, which means licences that have lapsed, been surrendered or been revoked stay on the page. Hiding them would remove the single most useful thing a reader could learn here.

A register lists what it lists. Absence from one is not proof that a licence was revoked, and where we cannot confirm a current licence the profile says exactly that instead of guessing. There is no ordering by quality and no operator can buy a position: the order reflects how much verified evidence each profile carries.

Questions about the malta gaming authority licence

Is an MGA licence safe?
It is a genuine regulatory regime: segregated funds, tested games, AML obligations and an enforcement record. The practical gaps against stricter regimes are self-exclusion, which is per-site rather than national, and the absence of a free binding dispute service in every case.
Does an MGA licence cover my country?
Not necessarily. Several European countries require a national licence of their own, and an MGA licence does not substitute for it. Each profile shows which markets we hold licence evidence for.
How do I verify an MGA licence?
The MGA publishes a licensee register searchable by company and brand. Every profile here links to the entry we read, with the date.
What happens if an MGA casino refuses to pay?
Raise it with the operator, then with their ADR body if they have one, then with the MGA, which can act against the licence. None of those is a guaranteed refund, which is why the licence is a floor rather than an insurance policy.

Safer gambling

18+ only. A licence changes what an operator owes you; it does not change the odds of any game, and no regulator makes a losing bet less likely. Where the regime runs a national self-exclusion scheme, one registration covers every licensed operator at once — that is the strongest single control available to you, and it is described in the section above. In the UK, free and confidential help is available from GamCare and BeGambleAware.
