Germany's Glücksspielstaatsvertrag created a single federal regulator, the GGL, and a whitelist that is the only legal way to offer online slots, poker or sports betting to German players. These 132 operators are on it.

The German rules are the most restrictive of any large European market, and an operator that looks unusually limited in Germany is usually complying rather than failing.

What the German regime imposes

OASIS is the national blocking system. Registering excludes you across every German-licensed operator at once, and licensees must query it before letting you play.

There is a cross-operator monthly deposit ceiling that applies to a player across all licensed sites rather than per site, and a stake cap on virtual slot machines. Slot play carries a mandatory pause between spins, live-dealer games and table games are excluded from the online slot licence, and parallel play across several games at once is prohibited.

These are licence conditions, not operator choices. A German-facing site with unlimited deposits, table games and no pauses is not on the whitelist. The GGL publishes the whitelist precisely so this is checkable.
