What an Estonian licence covers

There are two layers: an activity licence, which authorises the company to organise a class of gambling and does not expire, and an operating permit, which authorises a specific site or premises for a fixed term. An operator can hold the first without a current second, so the register entry to check is the operating permit for the domain you are using.

Licensees must verify identity, offer self-limitation tools, and participate in Estonia's gambling-restriction arrangements, under which a person can register a prohibition that licensed operators must honour.

Estonia also blocks unlicensed sites at network level and publishes the blocked list, which is a useful cross-check in the other direction.

A licence is not a recommendation. It means an operator has met a regulator's conditions and can be held to them; it says nothing about whether their offers are good value, whether their terms are fair, or whether you will enjoy the experience. It is the floor, not the ceiling.

What to check before you play

• Two licences, not one. The activity licence does not expire; the operating permit is per-site and time-limited. Check the permit.
• The listed domain. Permits name the site. Other domains of the same brand sit outside them.
• Check the blocked list too. Estonia publishes network-blocked unlicensed sites.
• Restriction register. A registered gambling prohibition must be honoured by licensed operators.
• The permit holder. Often a company name unrelated to the brand; it is what to quote in a complaint.

There is no ordering by quality and no operator can buy a position: the order reflects how much verified evidence each profile carries.
